Micron’s Clay Megafab Clears Its Last Permit Hurdle. Heavy Equipment Rolls This Summer.

Three months after Micron Technology broke ground on the largest semiconductor manufacturing project in American history, the New York State Department of Environmental Conservation cleared the last major regulatory hurdle.

The DEC issued Micron’s Air Title V permit on March 31, 2026, ensuring compliance with the Federal Clean Air Act and state clean air regulations at the White Pine Commerce Park site in the Town of Clay. That permit was the final piece needed before heavy earthwork begins.

Grubbing and excavation, the stripping of topsoil, grading, and foundation preparation, will start this quarter, according to County Executive Ryan McMahon’s March 28 State of the County address. By 2027, the site will host between 3,000 and 4,000 construction workers daily as the first fabrication facility, known as Fab 1, takes shape.

“The first phase of construction for Fab 1 is complete,” McMahon told the audience at the Syracuse STEAM High School auditorium, the first public event held in the renovated Lincoln Auditorium since the school reopened in September.

What Has Actually Happened So Far

Micron announced the project in October 2022. Since then, the company and its contractors have cleared trees across the approximately 1,400-acre White Pine Commerce Park site, completed environmental review, and begun soil preparation. Drone footage released by CNYCentral showed the park stripped bare and graded, ready for foundation work.

The timeline has not been without delays. Construction was originally expected to begin by late 2024, but environmental review processes and project complexity pushed the start into 2026. The January 16 groundbreaking was a ceremonial milestone; the actual dirt-moving begins now.

The Money Trail: $35.5 Million in Community Investments

Micron is not just building a fab. On March 27, the company announced $35.5 million in community investments through the Green CHIPS Community Investment Fund, a partnership with Empire State Development. This is the first tranche of an eventual $500 million commitment.

The allocations include:

• $2.2 million for a pilot Centro bus route connecting Syracuse to Clay, the first direct public transit link to the megafab site
• $1.1 million to Onondaga Community College for a Pre-College Semiconductor Summer Program targeting high school students
• $1 million to SUNY Oswego for STEM educator professional development and accreditation

Three days later, Governor Hochul announced an additional $43 million in Micron-related investment across Central New York. The total community commitment stands at $35.5 million disbursed against the $500 million pledge, 7.1% of the total.

Suppliers Are Following

Wonik Materials, a South Korean semiconductor supply chain company, is making a multi-million-dollar investment in a new facility near the Micron site. Target Hospitality is building workforce housing for construction workers arriving from outside the region.

Housing Pressure Is Building

An Empire State Development study determined that Micron’s project and its projected 50,000 jobs will drive demand for 30,000 new housing units over 30 years. The region is responding: more than 1,700 building permits were issued in Onondaga County in 2025, a 400% increase in two years. More than 1,300 of those were multifamily units, more than double the county’s 10-year average.

New York has launched the Housing Central New York Fund, a $150 million public-private vehicle, seeded with $30 million from Empire State Development and $120 million from private and institutional partners including Micron, designed to produce 2,500 workforce housing units over seven years.

What Comes Next

The four-fab buildout spans approximately 20 years. The immediate milestones:

• Q2 2026: Earthwork and foundation preparation begins
• 2027: 3,000-4,000 construction workers on site daily
• Late 2030: Fab 1 chip production projected to begin (extended from original mid-2028 target due to project complexity)

For a region that has spent decades managing economic contraction, the shift to managing growth is a different kind of challenge entirely.
