Destiny USA enters summer 2026 with continued retail churn at one of the country’s largest malls
The 2.4 million square foot mall at the southwestern shore of Onondaga Lake has shifted significantly in tenant mix since the pandemic. The summer season is when most leasing announcements land.
Destiny USA, the 2.4 million square foot shopping and entertainment complex at the southwestern shore of Onondaga Lake in Syracuse, enters the summer 2026 season with another round of tenant turnover. The mall, originally opened as Carousel Center in 1990 and expanded to its current configuration in 2012, remains the sixth-largest shopping mall in the United States by gross leasable area and one of the most-visited single retail destinations in the state.

Ownership is held by Pyramid Management Group, the Syracuse-based shopping mall operator that developed the original Carousel Center under the leadership of Bob Congel. The mall is built on a former Allied Chemical industrial site at the lake’s southwestern corner and operates under a 30-year payment-in-lieu-of-taxes agreement with the City of Syracuse and Onondaga County.
Where the retail mix sits in 2026
The Destiny USA tenant roster runs to approximately 250 stores, restaurants, and entertainment venues. The post-pandemic period has been marked by significant churn, with traditional anchor and large-format retailers downsizing or closing while entertainment, fitness, food hall, and experiential tenants have expanded. Recent additions include several restaurant concepts and at least two large-format entertainment venues.
The mall’s third-level entertainment district, opened with the 2012 expansion, continues to anchor the property’s identity as more than a conventional shopping mall. The district includes the WonderWorks museum, the Apex Entertainment center, a Margaritaville restaurant and dining complex, and a large-format movie theater.
The PILOT agreement and tax conversation
Destiny USA operates under a payment-in-lieu-of-taxes agreement signed in connection with the original Carousel development and renegotiated in connection with the 2012 expansion. The agreement has been the subject of periodic review by the Syracuse Common Council and the Onondaga County Legislature, with adjustments tied to occupancy thresholds and capital investment commitments.
The annual PILOT payment, county sales tax allocation, and Onondaga County hotel-occupancy contributions from the property remain among the largest single-source revenue streams for the city and county budgets.
The lake-corridor context
Destiny USA sits at the same southwestern lake corner as the St. Joseph’s Health Amphitheater at Lakeview and the New York State Fairgrounds. The three properties together form a regional destination cluster that draws weekend traffic from across the Northeast. The Syracuse Convention and Visitors Bureau treats the cluster as one of the strongest combined hotel-occupancy drivers in the calendar year.

Destiny USA is at 9090 Carousel Center Drive in Syracuse, accessible from Interstate 81 at exit 23 and Interstate 690 at the West Hiawatha Boulevard exit. Free parking is available in the surface lots and the attached parking garage. Centro provides bus service to the mall from multiple downtown and suburban routes.
