Micron and Onondaga County, September 2026: 186-acre land deal, sewer change, 4 permits pending

The one Micron-tied action to clear a county board since September 1, 2026 is a land deal. On September 2, the Onondaga County Industrial Development Agency published a SEQR negative declaration for buying 186.01 acres at 8901 and 8873 Brewerton Road in Cicero and on Burnet Road in Clay. A consultant’s scope of work in OCIDA’s September 10 board packet calls the land the “Meltzer Site” and says it is “for potential future development of supply chain companies in support of the Micron Facility.”

Everything else this month is routine, still pending, or scheduled for later in September and October. The county Legislature’s September 1 session agenda carried seven resolutions and none mentioned Micron. The August 4 session passed eight, Nos. 123 through 130, and none mentioned Micron either. Micron’s own newsroom has posted nothing New York-specific since its July 9 first-concrete release.

What did OCIDA do on the Meltzer Site?

– August 13, 2026: after an executive session on “the acquisition of land,” the board took up two motions, a SEQRA determination “for the acquisition of properties” and authority for the executive director “to negotiate with counsel, and enter into a purchase contract.” The minutes record the motions and seconds but no vote tally.
– September 2, 2026: the Environmental Notice Bulletin published OCIDA’s negative declaration. Parcels 120.-01-01.0 and 120.-01-02.1 in Cicero and 048.-01-20.0 in Clay, “186.01± acres,” bought “through direct purchase from the current owner.” The notice states no purpose.
– September 10, 2026 agenda: a contract amendment with Barton & Loguidice, not to exceed $71,150, for “Meltzer Site Initial Environmental Due Diligence Investigations.” That is $58,250 for wetland delineation and a habitat assessment, $8,900 for a Phase I environmental site assessment and $4,000 for meetings. The scope also asks whether parts of the site could serve as wetland mitigation.

Two documents, two descriptions: the ENB notice puts one parcel in Clay on Burnet Road; the consultant’s scope describes “three (3) parcels in the Town of Cicero fronting Brewerton Road (Route 11).” No purchase price appears in the packet.

August bills in the same packet include Barclay Damon invoices labeled “Micron Financial Assistance – May 2026” ($12,097.00), “Neighbors for a Better Micron” ($39,967.55) and “Micron Retained Support for OCIDA – July 2026” ($1,271.50). Through August 31, 2026, OCIDA’s year-to-date development costs were $235,755 on White Pine Science & Tech Park and $213,125 on White Pine Commerce Park.

What is the county Legislature voting on?

The only water or sewer resolution on the September 1 agenda calls a public hearing for October 1, 2026 at 4 p.m. in the Legislature chambers on redefining a sewer “unit” from 85,000 gallons a year to 70,000. The Environmental Protection Committee approved it 4-0 on August 18 after voting 3-1 to move the hearing up from October 6; Ways and Means approved it unanimously on August 25. Session minutes were not posted as of September 13.

Why it matters: the 2026 charge is $476.58 per unit, up $23.00 from 2025, across 203,126 units, per the 2026 adopted budget. A single-family home is always one unit. Businesses are billed by metered water, so shrinking the unit adds units to big users. The minutes record the Water Environment Protection commissioner telling Ways and Means the change “will not impact residential users” and affects “any user that was utilizing two or more sewer units,” and the chief fiscal officer saying it is “not because of more industrial users.”

CNY Signal calculated from the budget’s fractional-unit schedule: a business metered at 140,000 gallons a year is 1.65 units at 85,000 gallons and 2 units at 70,000. At the 2026 charge that is $786 versus $953, before any 2027 rate change. It is the ninth cut in the unit since 2017; the chart below has each step.

What did OCWA tell the county about Micron water?

On August 18, 2026 the Onondaga County Water Authority briefed the Environmental Protection Committee. Its slides put Lake Ontario system capacity at 48 to 62 million gallons a day against 18 million average and 33 million peak-day draw today, and a projected regional peak of 60 million by 2037 that the minutes attribute to Micron and other growth: 15 million spare now, a 12 million gap to close.

The deck lists $124 million of Lake Ontario investment from 2018 through 2028. Per the minutes, the parallel Eastern Branch Transmission Main from OCWA’s Clay terminal campus to White Pine Commerce Park “is currently under construction,” and the question of expanded PFAS testing around the Micron site was referred to DEC.

What is DEC still holding?

DEC’s Micron project page, checked September 13, 2026, lists four Onondaga County applications tied to the Oak Orchard sewer expansion as “Under review”: Oak Orchard wetlands (7-3124-00018/02005, 0.79 acres), the conveyance corridor (7-3124-00615/00001 and 00002, 3.7 acres), Youngs Creek mitigation (7-3124-00618/00001, 8.68 acres) and Fish Creek mitigation (7-3554-00280/00001, 14.22 acres). All four had complete-application notices on November 12, 2025 and comment periods that closed December 23, 2025, nearly nine months ago.

Filtering the Environmental Notice Bulletin to Onondaga County shows no Micron entry after June 17, 2026. That June 17 issue also carried OCIDA’s final scope for its separate 104-acre White Pine Science & Technology Park at Route 31 and Caughdenoy Road, which received a positive declaration April 15 and a scoping session April 30. No draft environmental impact statement had been noticed through the September 9 bulletin.

What is in front of the Town of Clay?

Nothing Micron-specific. The Planning Board’s September 16 agenda has five new cases, led by an Amazon drone facility at 7211 Morgan Road; the Town Board’s September 21 hearings are a sign law and a Route 31 auto dealer.

The August 17 Town Board minutes, posted September 8, record two Micron-adjacent items. A Route 31 resident directly across from the Micron site asked for public water; OCWA’s director quoted $40,000 to $50,000 for a 350-foot extension now, or a $2,240 service connection if he waits “several years” for “a new water main to be installed along Route 31 for Micron.” And the North Syracuse Central School District superintendent asked the town by letter for a $1 million grant for teacher training for a planned STEM and career center at Cicero-North Syracuse High School, noting Micron’s PILOT payments must by law lower the district’s tax levy.

At the County Planning Board, the September 16 agenda includes Z-26-219, a 5.61-acre zone change on Henry Clay Boulevard whose staff report notes new transmission lines “to serve the Micron Technology campus” will run nearby; on August 26 the board commented on Z-26-197, a 453-apartment project on Route 31 about a mile from the site.
