Family Dollar Can Now Sell Beer at 10 Onondaga County Stores, Part of a 172-Store State Rollout

As of September 1, Family Dollar Stores of New York LLC is licensed to sell beer and cider at 10 addresses in Onondaga County. New York’s active license file lists a September 1, 2026 effective date for all 10, issued within a three-day stretch in mid-August. The company picked up the identical class of license, on the identical effective date, at 162 more stores across the state this summer. The state’s own license data makes the whole pattern checkable address by address, and it also shows how easily a raw count from that same data can mislead a reader who takes it at face value.

What a Grocery Store license actually allows

A “Grocery Store” license is not a liquor license. The State Liquor Authority’s own guidance defines a Grocery Store Beer license as one that “allows a person to sell beer, cider, and mead for off premises consumption from a premises being operated as a grocery store at which at least 50% of the retail space is for the sale of” food, household items, and personal health and hygiene items. A step-up version, Grocery Store Beer and Wine Products, adds wine products to that list. Neither version includes liquor or spirits.

New York’s active license file lists all 172 Family Dollar permits under the single generic class “Grocery Store,” without distinguishing which of the two tiers applies at each store. Either way, hard liquor is off the shelf. The license itself doesn’t sell anything. It authorizes the store to.

The state also requires the license holder to run an actual store. Its own guidance says a grocery store or drug store license holder “must have a brick and mortar store in the state that is regularly open to the public,” and may sell online only alongside that store, never as its only outlet.

One company, one month, 47 counties

Onondaga’s 10 stores are one piece of a bigger filing. Statewide, Family Dollar holds 172 active Grocery Store licenses in 47 of New York’s 62 counties, every one issued between July 27 and August 27, 2026, and every one sharing that same September 1 effective date. Monroe County has the most, 21. Erie County has 20. Onondaga’s 10 is not close to the largest cluster. This reads like one retailer’s statewide filing, processed in a single batch, not a Syracuse story. One coincidence worth flagging: that statewide count, 172, happens to match Onondaga County’s own total of 172 license records this summer, Family Dollar included, two unrelated figures that landed on the same number.

172 permits, 132 storefronts, 118 companies

Zoom back out to Onondaga County’s full summer list, all 172 license records with an original issue date after June 1, 2026, not just Family Dollar’s. Calling that “172 new businesses” would be wrong twice over.

Those 172 rows resolve to 132 distinct store addresses and 118 distinct company names. Nine addresses hold more than one permit each. The largest, by far, is a single address that accounts for 30 of the 172 rows on its own.

490 Restoration Way is not the Dome

Those 30 permits belong to Aramark Sports & Entertainment Services LLC and SMG, all issued August 26, 2026, split across an “Additional Bar” class, a ballpark-style additional-bar class, and one food and beverage business license.

The address on those permits, 490 Restoration Way in Syracuse, is not the JMA Wireless Dome. The Dome sits at 900 Irving Avenue on the Syracuse University campus, zip code 13244, according to Syracuse University Athletics’ own site. 490 Restoration Way, zip code 13209, is the Empower Federal Credit Union Amphitheater at Lakeview, the Onondaga County-owned outdoor concert venue on Onondaga Lake formerly known as the Lakeview Amphitheater. The venue’s own website lists that exact address and is copyrighted to ASM Syracuse, the local arm of venue operator ASM Global (SMG’s successor company). Onondaga County’s own communications office has separately confirmed Aramark as the amphitheater’s food and beverage vendor.

The 30 permits are stand-by-stand bar licenses for one county-owned concert venue heading into its season, not 30 new businesses opening in Syracuse.

What the license record does not say

None of this confirms that any store, at 490 Restoration Way or any Family Dollar address, opened, closed or changed hands. A license record shows the state authorized alcohol sales at an address. It does not show whether the business behind it is brand new, long-running, under new ownership, or renewing with a new original issue date logged in the state’s system. Settling that for any single Family Dollar store would mean checking with that store directly, and the state’s public file does not do it for us. The distinction matters. A wave of 172 licenses reads very differently as 172 grand openings than as 172 pieces of paperwork, and the dataset alone cannot tell a reader which of Family Dollar’s stores, if any, fall into each category.

Beyond Family Dollar

Family Dollar was not the only name on Onondaga County’s license activity this summer. The rest of the list leaned toward food and drink, not retail. Riseform Brewing in Marcellus and Tim’s Pumpkin Patch in Marietta both picked up new brewer licenses in June. Beak & Skiff Apple Farms in Lafayette added a micro-distiller license August 24, and Anheuser-Busch’s Baldwinsville plant picked up a Distiller Class A license August 7. New restaurant licenses included Texas Roadhouse in Dewitt, Lock 24 Smokehouse in Baldwinsville, and Bullfinch Brewpub in downtown Syracuse.
